Miners &c. to the question whether it would be necessary for such Chinese to be first naturalized. I am also to enclose copy of an opinion from the L.O., from which W. Stanhope will learn that his Lordship is advised that naturalization in this case will be unnecessary owing to the provisions of subsection (2) of s. 95 of the Army Act 1881.
I am to add that the Junior Lord (Lord Knutsford) would with much dissatisfaction and hesitation sanction a departure from the practice, which has hitherto prevailed, namely that only individuals should be naturalized by special Order, such Order only being passed in cases of persons who are believed to have bona fide taken up their permanent residence in the Colony in question. His Lordship proposes.
